You will receive the result of your account registration within 3 working days. Note that you need to register with the system before you can submit proposals. You can start submitting proposals once we release the FY 2023 Call for Proposals.
If your agency is not listed in the registration form, please select the appropriate "Type of Government Office" from the dropdown menu and then select "Other National Government Agency," "Other Local State University," or "Other Local University or College" from the "Agency Name" dropdown.
The authorization form signed by the head of your agency will be our basis for creating account/s in the NEDA-EIGIS. Agencies can endorse more than one focal. You may download the authorization form template from the provided link. Please ensure that the authorization form to be submitted is in .pdf, .jpeg, .jpg, or .png format.
Please be advised that the agency has the discretion to include additional focal persons as needed, depending on the number of proposals to be submitted. However, it is imperative to adhere to the system rule that one user account can only be designated for each project proposal submitted via EIGIS.

To submit a proposal, log in to your NEDA-EIGIS account, go to Proposals>Create Proposal, and fill out all data fields in the forms. You can either save it as draft or submit as final. Once you have submitted the proposal as final, it can be accessed by the NIC Secretariat for screening and evaluation. Please note that we will not accept proposals submitted through a different channel or platform other than the NEDA-EIGIS.

Entities eligible for the submission of proposals for the 2023 Innovation Grants are the following:
· Must be an agency of the government, including departments, bureaus, offices, other government instrumentalities, local government units (LGUs), state universities and colleges (SUCs), constituent units, or government-owned or controlled corporations (GOCCs), capable of receiving and managing grants;
· Attached agencies, regional offices, and operating units are eligible to submit a proposal separate from their respective central offices or parent agencies if all the following criteria are met:
i. Directly receiving funds from the DBM;
ii. Must have an existing Modified Disbursement System (MDS) trust account;
iii. Must have a separate organization code based on the Unified Account Code Structure (UACS);
iv. Recipient of fund transfers from higher-level agencies; and and v. Authorized to receive grants and/or collect revenues.
In the absence of the abovementioned requirements, regional offices and operating units should submit proposals through their respective central offices or parent agencies.
The Project Leader should be part of the staff/personnel of the applying NGA, LGU, SUC, or GOCC, regardless of appointment status. To better facilitate coordination, it is preferable that the implementing agency's focal person is of permanent status.
Personnel of partner entities are not allowed to be project leaders or focal persons
Yes, as long as the primary proponent is a public entity (i.e., NGA, LGU, SUC, or GOCC) with a proven record of accomplishments and an established reputation in designing, developing, implementing, and monitoring innovative programs or projects. For purposes of proposal submission and coordination, there should only be one lead agency serving as the primary proponent.
As stated in Item 6.2 of the NEDA-DBM Joint Memorandum Circular (JMC) No. 2023-01, there are four types of programs, activities, and projects that may qualify for innovation grants. These are:
a) Pre-commercialization, Commercialization, or Diffusion Projects;
b) Innovation Facilities and Services;
c) Innovation Culture Promotion; and
d) Innovation Policy Research.
You may combine elements from each type in your proposal.
The deadline for submitting proposals is on June 13, 2023, 11:59 PM.
The evaluation process takes an estimated 1-2 months until issuance of the Notice of Award. Once the memorandum of agreement (MOA) is executed between NEDA and the implementing entity, fund transfers and other administrative and financial arrangements will commence.
Once you submit the final proposal, you will receive a confirmation receipt and proposal code in your registered email. To check the status of your application, you can either enter the proposal code in the Track menu or use the View Proposal Sub-Module in your NEDA-EIGIS account
The type of government office and/or the name of the proponent agency shall be automatically filled in Form 1 based on the details provided during registration. Any changes shall be subject to review and approval of the NIC Secretariat. Yes, you may submit a proposal with a different Project Leader/Focal Person. However, please indicate in Form 1 that you are the Alternate Focal Person.
Yes, private entities may be included in the project as partners. However, the proponent agency must be a public entity (i.e., NGA, LGU, SUC, or GOCC). The proponent agency shall act as lead implementer and shall primarily be responsible and accountable for the project
No, public entities may not endorse a project to be implemented by a private entity.
As stated in Item 7.2 of NEDA-DBM JMC No. 2023-01, the following items shall comprise the negative list for access to the funds appropriated for grants for innovation programs, activities, and projects:
a. Mandatory provision of health and social services;
b. Mandatory provision of water supply and sanitation services;
c. General construction and public works;
d. General services and administration;
e. Standalone computerization or installation of IT and telecommunications equipment;
f. Livelihood seed capital and training programs;
g. Conduct of research studies, support to ongoing theses or dissertations, or other investigatory projects involving experimental procedures to acquire new knowledge or search for application of new findings; and
h. Tourism promotion activities.
The PHP 5 million funding threshold is applicable to each program, activity, and project.
Yes, you may submit the proposal if the proposal, including any of its components, has not yet been funded by the FY 2022 and FY 2023 General Appropriations Act or any other sources involving public funds.
Please take note that Item 6.4 of NEDA-DBM JMC No. 2023-01 states that “[d]ouble funding, or the situation where the same activity for the same set of beneficiaries is funded twice through the use of public funds, is not allowed. Project proponents shall ensure that any component of the proposed program, activity, and project has not received any other type of funding support from the FY 2022 and FY 2023 GAAs or any other sources involving public funds.”
We discourage forum shopping, or the situation where a proponent submits the same proposal to two funding agencies.
Please take note that Item 6.4 of NEDA-DBM JMC No. 2023-01 states that “[d]ouble funding, or the situation where the same activity for the same set of beneficiaries is funded twice through the use of public funds, is not allowed. Project proponents shall ensure that any component of the proposed program, activity, and project has not received any other type of funding support from the FY 2022 and FY 2023 GAAs or any other sources involving public funds.”
The proposed program, activity, and project for the 2023 Innovation Grants must be completed within twelve months, on or before September 30, 2024.
a. Mandatory provision of health and social services
Unless they include innovation elements such as the development, assembly, testing, or implementation of new technologies or novel delivery models services in the areas of medical care, preventive healthcare, social welfare programs, or assistance for vulnerable populations, the following examples may not be considered for funding under the 2023 innovation grants:
1. Procurement and distribution of medicine supplies, medical and laboratory equipment
2. Mobile clinic and medical outreach projects
2. Implementation of existing health tools
b. Mandatory provision of water supply and sanitation services
Unless they include innovation elements such as the development, assembly, testing, or implementation of new technologies or novel delivery models services in the areas of providing clean and safe drinking water, along with adequate sanitation facilities for promoting public health, environmental sustainability, and improving living conditions, the following examples may not be considered for funding under the 2023 innovation grants:
1. Design and construction of waterworks system improvement
2. Implementation of local irrigation projects
3. Wastewater treatment facility
4. Solid waste management program
5. Installation of sanitation facilities
6. Drainage system and other waterworks
2. General construction and public works
c. Unless they include innovation elements such as the development, assembly, testing, or implementation of new technologies or novel delivery models services in public infrastructure, the following examples may not be considered for funding under the 2023 innovation grants:
1. Installation of road lights and streetlights
2. Installation of solar panels or other solar power equipment
3. Installation of public broadcast facilities
4. Construction of multi-purpose hall and building
5. Construction and/or rehabilitation of facilities and warehouses
6. Construction or improvement of road infrastructure
d. General services and administration
Design and implementation of a computerized system for the automation and integration of inventory management, student information systems, payroll processing, human resources management, procurement and budgeting systems may not be considered for funding under the 2023 innovation grants.
e. Standalone computerization or installation of IT and telecommunications equipment
The inclusion of the negative list aims to highlight program or project components that focus solely on standalone computerization or the installation of IT and telecommunications equipment, without adequately demonstrating how they can contribute to innovation outcomes. The following examples may not be considered for funding under 2023 innovation grants:
1. Purchase of hardware devices such as computers, multimedia tools, and GPS equipment without emphasizing how their usage aligns with innovative approaches or contributes to transformative outcomes.
2. Establishing or improving internet connectivity without explicitly demonstrating how this infrastructure will foster innovation or drive forward-thinking solutions.
3. Installation of Wi-Fi networks in public spaces, which, if not accompanied by innovative components, lacks the necessary justification for inclusion under innovation grants.
f. Livelihood seed capital and training programs
Unless designed to promote MSME innovation which aims to harness a province or region’s competitive advantage and/or integrate them into the domestic and global supply chain, the following examples may not be considered for funding under 2023 innovation grants:
1. Establishment of local livelihood shops
2. Livelihood program and project
3. Provision of seed capital or initial inventory
g. Conduct of research studies, support to ongoing theses or dissertations, or other investigatory projects involving experimental procedures to acquire new knowledge or search for application of new findings
h. Tourism promotion activities
Unless they include innovation elements such as the development, assembly, testing, or implementation of new technologies or novel delivery models services in tourism promotion and its digitalization, the following examples may not be considered for funding under 2023 innovation grants:
1. Ecotourism site development projects
2. Local tourism development plan
NOTE: The abovementioned negative list is not meant to be exhaustive and does not preempt any decisions made by the technical panel or the NIC-Executive Technical Board. You may refer to Section 6.2 of the NEDA-DBM Joint Memorandum Circular to check if your proposal is aligned with the intent and scope of 2023 Innovation Grants.
